Can you edit the player stats in FOF8? I can't find any instructions for this.

If you're talking about editing before you start a career, yes, you can still do that.

That said, I stand firmly against this new thing I've seen lately from some of you. You can edit RATINGS. RATINGS are things like "route running" and "sense rush." You cannot edit STATS. Stats are things like "yards per carry" and "receiving yards."

STOP CALLING RATINGS STATS, PEOPLE.

PlayerFile.exe and players.csv can be found around the C:\Program Files (x86)\Steam\SteamApps\common\Front Office Football Eight folder.
