Random rating fluctuations?

I have begun noticing that there will be certain weeks where, briefly, player ratings/potential will change. The following week they will be back to normal. Is this is a bug or is there some utility for this? Has anyone else noticed this?

I get that sometime in Late FA where I see players as some absurd rating based on the bars I'm seeing. Once I move to the next stage/sim it resolves.

I've been unable to purposefully replicate it though, so never submitted it as a bug. It definitely happens though.
