How to play TCY?

I just recently got FOF8 and have already put in nearly 200 hours. Does anyone know how to play TCY I downloaded it but couldn't purchase an ELisence for some reason. I really appreciate any help you can provide!

Not sure how it works on a Steam release. Purchased mine decades ago and have a CD. Need to see if I can even transfer the files now that we're talking about it as I have a new machine.
