That's probably why I missed him. He was 17 when I did this list, but was 18 when it was time for us to finalize FFP. Slipped through the cracks.

Rio Grande can't participate in RFA/FFP, as Pedro Garcia is under a FRANCHISE player contract. There was an option to pay for access for this season only, but it'd cost $25m to do that, FFP is over and Carr hasn't gotten any offers and so...you wouldn't want to waste that money now.
