Question re Historical Roster Files

I loaded up the 1992 player file from the historical roster project and see that the teams that didn't exist in 1992 are there, apparently filled with fictional scrub players. Did I set this up wrong, or is this just something you have to live with because they way FOF4 is designed?

You have to live with it as it's impossible to set the number of teams in FOF4 to anything else than 32.
