How to kill penalties?

Anyone have any ideas on how to cut back penalties? My HC is rated excellent on discipline, yet my team is always top 3 in the league in penalties. It even cost me a game. I could never figure this out in TCY or any other FOF games. I have found ways to shore up just about everything else but this.

In TCY, it's usually PRACTICE TIME I believe. Plus I'm sure player intelligence probably comes in play as well. My practice time in TCY is usually 17 when I'm re-building and 18-20 when I'm trying to play for a championship.

I have a sneaking suspicion it is the game's way of advantaging the computer as opposed to the gamer...

You may be on to something. I'm playing FOF2K4 at the highest level and maybe this is one way the game makes it harder.
