I believe there's a number behind the stars that decides that.

stars are not an integer, what you see as being 2 stars is maybe 2.25 or 2.4, so while two players may look like they had 2 stars, one is possibly at 2.25 and the other at 2.4, thus giving the man of the match award to the second one...
