Those ATI Catalyst drivers are released monthly. April's Catalyst drivers haven't been released yet, last I checked. If you're looking for alternatives, the only other one folks have been talking about are the 'Omega' drivers. There's a couple of other ones - to be more specific, there's a set of 'DNA' drivers that are also out there made by some Europeans.

Pretty much, when ATI releases their new monthly revision for the Catalyst stuff, the guy on this website takes hold of that latest revision and does his tweaking. The last time I recall (last I researched this) he did some beta testing for their drivers, and ATI supported his third party efforts in modifying the driver software for use. The DNA guys, however, got into a little legal beef with ATI - namely, over their use of ATI's logo on their install sets and the like. Again, this was awhile ago, so I'm probably mixed up on some cases.
