Any thread that a non-mod deletes can be recovered. Mods (or maybe just admins, not sure) have the option of a hard-delete. Whenever I delete something, I virtually always do a hard-delete, because I don't like the annoying deleted post info that I can see.

In this case, I was trying to delete the IP info post, because the original one had links that would have uncovered his actual IP addresses. Instead of hard-deleting just the post, though, I hard-deleted the entire thread. I know of no way to reverse a hard-delete.

Actually, here's an example of what admins (and I think mods, too) see when threads have been soft-deleted:

I didn't know he was banned either. I usually find out by a PM from him on the NAFL board asking me to talk with Ben about it. I guess when I told him that I wasn't getting involved the last time he got in trouble over here that he finally gave up.

I don't think the jbmagic screen name has been banned, unless I am missing something. On this post, it just shows a title of Registered User, but I don't see anything to indicate he has been banned. Plus he has always been an anomoly since he never existed on the Members List.

Depends on how it was deleted. If he chose the "permanently delete" option (which I usually do if I'm deleting my own posts) then you can't.
