With pr%, I think anything over 5.0 is better than average, with the real stuff starting at 7.5% and the greatness being above 10%. That would only apply to DE and the WLB in the 3-4 defense. For DT and other LB you'll have to give more credit to anything that goes above 3.5. Even then, you're mostly playing your DT and other LB to improve the overall pass rush, not to make the sacks and hurries.
I've never put any weight into the tkl%. Somebody will make a tackle eventually, which just means you're looking at how often your player was involved compared to the rest of the defense. It'll usually be your MLB, SS and less frequently the OLB, FS, DT and catches allowing CB. Even then, if the DL players are doing a good job, you'll want to see a relatively lower tkl% for your MLB and SS.
But in all honestly, I think I'm usually more interested in the bars than the percentages, usually they're just the tie-breakers for whom to start or to bring back. One season's worth of stats can be too little to judge a player on.
