When signing a vet free agent, how long does it take for them to become a mentor or what are the requirements for becoming a mentor. i just took over a team in the RZB with a young but extremely gifted QB who i'd like to have a mentor for as soon as possible.

Veteran players have Mentor in the players card if they are...

Also you will find an M next to the player in personalities.

I don't think there's a known formula for when a player becomes a mentor... I think I recall it being an amorphous function of experience, leadership, and maybe intelligence. Basically, I agree with the implied message above - just go find a free agent who's already a mentor and sign him if that's your goal. Don't sit back hoping your guy will suddenly mentorize between years 6 and 7.

do mentors have to be active on the roster?

All experience (from prior versions) says no - they just need to be on the roster to benefit your 1-3 year players in the same group.

which makes sense because a mentor would be working with a player mainly during practices during the week
