While this doesn't say those who volunteered ended up as the wolves, it seems to infer that to me. Technically it is two seperate sentences so arguably could be two seperate thoughts, but I find it unlikely.

Simplest guess is that those who volunteered made up the pool the wolves were chosen from. How they were spread out among the teams I have no idea. Out of curiosity, why does it matter if the wolves were chosen from those who volunteered? The only reason I can think of that it might matter is you can perhaps try to guess which type of people might have volunteered.
