Depends on how much flexibility you have to create the schedule and divisions.
For instance, with 32 teams and 82 games, here's a plausible arrangement:
*8 divisions of four teams each in two conferences
*play in division six times each for 18 games
*play two other divisions in conference 3 times each for 24 games
*play remaining conference division 2 times each for 8 games
*play other conference 2 times each for 32 games
That's 82 games.
