I know when there was a debate scheduled in Raleigh for the Democratic primary, very few tickets were available to the general public through lottery.
I can only imagine that the Presidental debates are even more restricted.

The debates are managed by the non-profit Commission on Presidential Debates:
hxxp://www.debates.org/. They control the tickets, provided the campaigns agree to play it that way, with the intent of not allowing either side to plant the audiences.
