Reader's Digest version of an answer: It exists, but as long as the same opportunity is afforded each candidate then it's all good.
Nothing says they have to
run equal schedules, just that they're entitled to the same
opportunity to buy the same thing at the same prices (which are required to be the lowest rate given to any advertiser during the past several months aka "political rate" or "lowest unit rate").
