If you sign a player before the offseason starts, the contract still counts for the present year and thus a 1 year contract is only for the present year. The player would then be re-released once free agency hit if you don't extend them.
In this case, I believe (I can't check since the game is in the process of packing up the file), it was the offseason and so the contract offered is for the next season, thus he should still be on NO's roster.
