Pennsylvania had a 64.5% voter turnout in 2004 and 51% of all votes went to democrat John Kerry. I would find it difficult to believe that Kerry pulled 51% of the votes while the Dems only had a (at most) 43% turnout.

That's correct. 43% of voters were registered Democrats. The independent voters pushed the rest of the vote with some Republican defections I assume. The numbers were in the post I put up.
