If you are convinced this is a bug, Tasan should get some relief in my opinion. Either use commish powers to fix the guy to something respectable, if not his original 100, or create a player with the same potentials and put him in his R or SA system. The fluctuation of chance and what it did to this season should be "more than enough" punishment. I am sure no one would object since it can and probably will happen to all of us eventually.
