I'm guessing that his foot continued forward and directed the puck into the net was the reasoning. Honestly, had he plowed over Turco and therefore no longer continued skating, it probably would have counted.
The puck was in contact with his skate for too long I guess. Not saying that makes the call right, but probably what they saw.
