That's definitely what I was thinking about when I mentioned separation but coordinating the site selection of two towns at the same time. Just sort of half a quadrant away from each other kind of thing, but within the same quadrant (like 1/4 from the left of the quad & 1/4 of from the right of a quad sort of thing).
