Don't forget that the worker class also gets a 5% bonus to their skill when working on improving a town building, so your 25 is already a 26.25. Not much for one, but times three, it becomes 78.75 instead of 75...

Sorry, that was a 24 in construction which is really a 19+5. Repairing is 3 (2+1) and leadership is 1. Labor points for construction is 75.
