ah okay, still adds up to 76 though (24*3+3+1) on top of which you'll get a 5% bonus whenever you're working on improving a town building, not only on your construction skill. So 76*1.05=79.8, getting there. Remember that every level where you add all three to construction plus 1 to strength in attribute, you add 3*4=12 to your building improvement labor points...
