Changing one of my thoughts from earlier. PB's vote shouldn't be given absolute trust. He did put DV up one but if the warlock was on saldana his vote would have caused a tie. DV would have been scan/cleared at some point and would have gained PB trust.
Just another scenario to think about. Want to leave you with enough to think over when I come up vanilla.
