The AD's don't. Adding your in-state rival is a windfall because it frees up a non-conference game for you. This is why Florida would be much more in favor of adding FSU than Miami. Home games bring money straight to your bottom line that you don't have to share with the conference. For Georgia, Florida and South Carolina, that is about 2-3 million a game. That's not to say there isn't some puffery going on and squash your rival stuff, but when the schools really analyze this home games still pay the bulk of their expenses.
