DC seems to have a lot of well hyped places whose quality falls off once they're established leading to quite a few decent meals that don't live up to expectations.

As I said, tapas aren't my thing -- but I definitely think Oyamel is the best of the trio. Rasika may be my pick for best (affordable) restaurant in the city that I have eaten at.
