I don't think it happens, for quite some time, unless other conferences make the jump to 16, some of the current ACC schools get poached by the Big Ten or SEC, or Notre Dame somehow decides the ACC is their best fit.
The current mood on UConn seems to be that they are being blocked by Boston College. There is some bad blood between the school related to the 2003 move (UConn had invested a lot of money to move up to DI and they were probably the most aggressive and outspoken in the lawsuit against the defecting teams) and the simple fact that they are the two primary New England schools (and UConn seemed to rapidly pass by the more established BC). I read somewhere that they inquired and were told that they could join if they partner with Notre Dame, which is a not so subtle way of saying, "NO!"
Outisde of the early talk of the ACC quickly moving to 16, which died down after a few days and now appears to have mostly been blog speculation, Rutgers seems to have been left out of all the conversations. They seem to have that Missouri-dynamic going on, where they look good in a pair with a strong partner or in a group of additions, but can't seem to get enough traction on their own.
As an aside, with the addition of Pitt and Syracuse, Penn State has been mentioned a little bit. I read today that the Big Ten has had a deal in place since 2007 that signs away all of their media rights for 20-years. So, if Penn State were to leave, they could not earn any television revenue until 2027. That should put that rumor to bed.
