He started to freak out saying once the tire is on he can't take it off and resell it. I told him it was his fault for not validating it...he ended up giving me the tire for $20 because I pushed the issued and pointed out that I had the quote in writing from the previous day...
So, I go the new tire for $20.....

Uh no, that's not how it works. Bait and switch is illegal in most states I believe.
