To be fair the market share they're surrendering in Japan is miniscule. Like, almost non-existent. They haven't had enough of a footprint there to really call it giving anything away.
The article didn't give much information, but that sounds to me like "these are the countries we're going to launch in first." Selling Xbox Ones in countries that won't have Live would...not end well.
