The 0-21 guys are likely youth pulls that came directly from our own system (and likely were with us as youths) whereas the 15-21 guys, for the most part, were young 17 or 18 year olds I scooped up from another team's youth program that I held for three years to gain that "home grown" 15-21 status
Now, if you're asking what the difference between the two classifications is in-game, I don't have an answer for you. I have no idea why the game won't count any of my "0-21" players as being home grown and only will count the 15-21 guys. It makes absolutely no sense to me.
