You are talking about two vastly different methods of TV delivery. For instance, in the UK, the BBC is THE main network. You have others, like iTV, Sky, etc, but the BBC is akin to a CBS, FOX, etc. The US's TV network never developed that way. It has always been private providers first.

In Britain, FWIW, everyone who buys a TV pays a tax for the BBC. I'm sure if that occurred in the US with PBS, they could make that happen too .
