I think if there's a good enough draft and you have enough handshake agreements with top guys, it's worth totally blowing things up, spending $30M that one year just to sign 5 first rounders worth of talent. That said, you pay 100% tax if you go $10M over slot and lose 2 1st round picks so you'd have to have quite the haul.
