I think it's pretty simple.
Because Horton's contract wasn't insured, Columbus had to pay the full amount. They are a budget team. They have internal financial restrictions that are below the cap. They had a player they were paying over $5 million a year who was doing nothing and likely wouldn't be anything in the future.
Toronto has plenty of cash. Their main constraint is the cap. Since they can put Horton on LTIR and, therefore, not have his salary count against the cap, they were willing to take Horton (more accurately, Horton's uninsured contract) on.
In return, the Blue Jackets did add a little salary, but at least they are now spending this money on a player who can actually, you know, play.
