What we did in Our Formula De league to better simulate racing, you had 30 seconds to take the dice, roll, and move to better simulate a race. If you did not, the next player got to move your car. You could do something similar here.
Our rationale is part of what differentiates drivers is not always making the best move, but making the worst move less.
