Imagine politician X saying, "Combat veterans deserve..."
The obvious followup is, "What about non-combat veterans?"
Who is going to jump to their death by saying, "Screw them."
There's a lot more non-combat vets and family members than those of combat vets. Politically it would be crazy to make that distinction.
