Maghama and Norgon systems are within the sway of the great Boojie. The only place that the Kroll could colonize a planet is indeed, Leesak IIb ahead of us. While colonizing Norgon possible expands our sway to control the Leesak system, this is by no means a certainty before the Kroll could colozine Leesak IIb.

My vote, Leesak IIb.
