Capacity Overload
What sort of increase does +15% on Humboldt represent? I mean, is it such a dominant source of our energy resources that this is a significant jump for the next decade? Or is this more like the production of a couple of well-worked tiles on a colony?
OR
Infrastructure Projects
Reducing "all construction costs" applies only to the homeworld, right? Or does the gubernatorial edict somehow impact the colony(s) as well? How much construction is left to do (with existing technology) on Humboldt?
To me, clearly one of these is the way to go (since I gather we don't really have food issues).
I'm open to advisement & input before making a decision.
