I have nothing to add, other than I finally updated my tablet with the "Windows 10 anniversary update" last week. Since then I was unable to get Steam to open. Last night I finally just wiped the tablet clean for a reinstall since nothing I tried got it to work. After re-installing windows and updating, I only installed Steam, so there were no conflicts. Same crash still happened.
Finally, I tried one last thing, which was disabling the "Windows Defender Notification" from starting on startup... and that solved it. A notification was literally the last thing I could think of that would cause Steam not to work.
