I found this to be a fairly difficult choice, but the VIR beauracratic 'mind' selects Improved Strike Craft. Fairly quick which means I won't tie up the Dept. for long in case Palmieri wants a different direction, been hanging out in a queue for quite a while, and I like the idea of keeping more weapon systems options fairly 'open' in the future in case they are deemed useful.
