2398.03.03 -- Both planets in the Murust system have been secured. A couple of robotic armies under the command of the top Gwesibor general were on the second one, but this made only for a delay of a week or two. An agreement was forged the next day drawing up new boundaries between our empires.
Once again the science ships swing into action. Several new systems to survey, and at least one good-sized planet(20, Continental) for us to claim eventually.
09.01 -- It has been deemed time for a couple of new steps. It has become apparent that there are not enough Ul-Tur to provide the troops we need within a reasonable timeframe. All existing reasonably-sized(10 or higher) tundra planets that are not already being terraformed have been committed to their use. At present there are five such worlds, which would effectively allow us to roughly double the army buildup once they are settled. It may still be inadequate, but it will at least be only half as inadequate as the current situation. However, they will have to be terraformed one way or the other first, as we lack tundra colonization.
Also, a pair of large tropical worlds near our core systems are to be terraformed as well ... eventually. This will help make use of our large energy surplus which continues to persist despite the recent conflicts.
09.02 -- Will to Power research finished.

** Xenology(Biology, 8 mo.) -- Unlocks the dubious strategic resource Alien Pets.
** Tundra Colonization(New Worlds, 16 mo.) -- Given the situation with the Ul-Tur, some are arguing this should be a priority.
** Doctrine: Reactive Formations(Military Theory, 8 mo.) -- Increases naval capacity 10%, useless at this point.
** Hostile Environment Adaption(New Worlds, 31 mo.) -- Increases habitability everywhere by 5%.
