I've observed the D3 process, albeit secondhand, a fair bit with a couple of Will's friends. FWIW, based on what I learned from that, I'd definitely at least explore if Brett is interested.
Will's best friend is at a similar school (same conference) and what happened in his case was a series of slowly improving offers when the family made it clear that finances were so far apart that the school simply wasn't a realistic option. It was still a pretty narrow run thing (and required considerable effort
to piece together a number of private scholarship & such) but as the family narrowed the gap the school incrementally improved their offer at least a couple of times and eventually they made it work.
IF he investigates and remains interested then my (unsolicited) advice would be to be pretty candid with the coach/AD after you see their initial offer. If their interest level is high enough then that seemed to be what kept the process moving, though it was definitely incremental & stretched out over several stressful months.
