Plus its not a short walk around those countries - why not just go to the bars/lounges at some of the more expensive resorts and get hammered there?


It is the passholders, most specifically the Florida Resident passholders, who cause most of the trouble. Their marginal cost of entry is essentially zero. And walking around the booths of Food and Wine is what they do all day.
