According to my strictly annecdotal evidence I'd say kids of the 'just say no' era were taught that cocaine was a hard drug, for better or worse, and that attitude stuck around in US culture til around the turn of the millenium.

I suppose it comes down to how you define culture as well....twenty-year-olds have probably always considered cocaine a party drug, regardless of the era, but I dunno if that's the standard I'd use. In my mind I feel like there used to be ads and warnings about cocaine within pop-culture, whereas these days it seems like it's practically dropped entirely off of the public concern radar.
