Maybe one off is poor phrasing, but clearly the Pats thought their culture and the promise of a big contract next FA could be enough to get him to keep his head (relatively) down for 4 months. Even after the allegations dropped they said okay that was before his time here & played him vs Miami...
They don't have the salary cap room, but if he's willing to play cheap I think the Panthers could really use him. They need a #1 WR, and Newton/Rivera should be desperate enough to push for him. Not sure the new owner would go for it though.
