In the first half, at least, Clemson's defense wasn't the primary reason the Bucks didn't score more.

Not covering Dobbins out of the backfield was definitely part of the gameplan. Witness how quickly they marched down the field using him on the final drive. They were willing to allow him to beat them catching the ball if he could. He could not.
