It was the easiest of calls to make. The Gov't invokes and is the only buyer for it against foreign countries. Then the govt distributes it. I can only imagine that business got in his ear and talked him out of it so that there could be a price gouging or super marketplace for them to raise the price 4000% while people died and he couldn't think 3 steps ahead.
