I am not sensing much gusto from my friends and family.
People seem to get that (1) this is spreading asymptomaticly, (2) it can make a decent percentage of people go-to-the-hospital sick, and (3) we don't have anything like the testing infrastructure in place to try and use that as a way to soft reopen.
The governors could all "reopen" everything, but it won't matter if people don't come. You can't make someone sit in a movie theater full of strangers in a world with inadequate testing and contact tracing.
