If it was deferred payment of the signing bonus, then that does not matter for cap purposes. The Bucs were on the cap hook for it when they gave it to him (pro-rated over the life of the contract).
There is no way that the owners would allow wink & nod agreements like that to fall outside of the cap. The whole reason they have a cap is to limit their payroll costs.
