Do kids view all the rideshares as public transportation? Maybe it is similar to people I knew who lived in NYC who never learned to drive because of all the public transportation options there gave them their freedom long they were eligible to drive.
Also, it is currently an increase of 95% in insurance premiums in Florida once you add a 16 year old driver so I am guessing parents are not complaining about driving the teens around.
