Glanced through the report.
Looks like Arredondo is the main screwup for X period of time in not taking charge, or positioning himself in the right place, or not telling someone else to take charge while he was in the school.
Then the report said others should have known Arredondo was screwing up and should have taken some sort of action.
I didn't catch it if it was in the report, but I'd like to know who the commission thought should have taken action knowing that Arredondo was MIA (e.g. is the deputy sheriff typically the guy, or someone from the 10+ different law enforcement entities that was on site).
