It's partial mobilization and referendums.

Flights out of Russia are all sold out. Second day of bad markets 403 Forbidden. There's bound to be more internal dissent.

If they can pull off the 300K troops (even poorly trained), that's a lot of cannon fodder. If Putin survives and this plan is implemented, it'll be a long year 2.
